L\u2019avis pr\u00e9liminaire de l\u2019Auditeur n\u2019est pas favorable \u00e0 notre demande de proc\u00e9dure d\u2019urgence (recours en suspension). En effet, l\u2019Auditeur estime que le pr\u00e9judice caus\u00e9 par la poursuite des travaux n\u2019est pas suffisamment grave pour les requ\u00e9rants et qu\u2019il est toujours possible de revenir en arri\u00e8re si la d\u00e9cision d\u2019annulation nous est finalement accord\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notre avocat a plaid\u00e9 \u00e0 cette occasion et nous attendons la d\u00e9cision du Conseil d\u2019\u00c9tat tr\u00e8s prochainement. Deux sc\u00e9narios sont possibles :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. Le Conseil d\u2019\u00c9tat suit l\u2019avis de son Auditeur et rejette la demande de suspension. Dans ce cas, nous devrons demander la poursuite de la proc\u00e9dure en annulation, qui pourrait aboutir dans environ deux ans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. Le Conseil d\u2019\u00c9tat estime qu\u2019il y a un dommage justifiant la suspension. Dans ce cas, l\u2019affaire est renvoy\u00e9e \u00e0 l\u2019Auditeur pour un compl\u00e9ment de rapport consacr\u00e9 \u00e0 l\u2019examen du caract\u00e8re s\u00e9rieux des moyens (deuxi\u00e8me condition cumulative).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nous actualiserons l\u2019information sur notre site.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Cityforward,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Le Quartier europ\u00e9en, big bang&nbsp;!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le Quartier europ\u00e9en est un atout pour Bruxelles. En tant qu\u2019environnement international \u00e9tabli autour des institutions europ\u00e9ennes, il est, cependant,&nbsp;beaucoup moins int\u00e9ressant en termes d\u2019urbanit\u00e9. La monofonctionnalit\u00e9 des bureaux y est tr\u00e8s pr\u00e9sente, mais le post-Covid apportera du changement dans les prochaines ann\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alors que la Commission europ\u00e9enne cherche \u00e0 r\u00e9duire et \u00e0 r\u00e9organiser ses espaces de bureaux en vue de les rendre plus durables, une vaste op\u00e9ration immobili\u00e8re se met en place. Pas moins de 21 b\u00e2timents seront transf\u00e9r\u00e9s en une seule fois \u00e0 l\u2019\u00c9tat belge, soutenu par Cityforward avec Whitewood comme gestionnaire. Ces b\u00e2timents seront remis sur le march\u00e9 pour \u00eatre r\u00e9nov\u00e9s, red\u00e9velopp\u00e9s et reprogramm\u00e9s. Plus de 300.000 m\u00b2 sont concern\u00e9s, l\u2019impact est donc substantiel ! L\u2019ensemble de l\u2019op\u00e9ration est men\u00e9 en collaboration avec la R\u00e9gion bruxelloise et les communes concern\u00e9es et l\u2019intention est de d\u00e9dier environ 30% du red\u00e9veloppement \u00e0 des affectations autres que des bureaux, telles que des logements et des \u00e9quipements. Cityforward est un moteur de changement dans le Quartier europ\u00e9en pour faire un grand pas en avant en termes de mixit\u00e9 fonctionnelle en vue d\u2019un v\u00e9ritable quartier urbain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cityforward recherche une \u00e9quipe de conception dot\u00e9e de solides comp\u00e9tences en mati\u00e8re d\u2019urbanisme, d\u2019\u00e9tudes de faisabilit\u00e9 et de concertation. Elle aura pour mission d\u2019\u00e9laborer un cadre pour orienter le d\u00e9veloppement immobilier, et ceci pour les 21 b\u00e2timents, qui seront divis\u00e9s en 12 groupes environ. L\u2019\u00e9tude porte sur l\u2019implantation et l\u2019int\u00e9gration urbaine, la densit\u00e9 et la hauteur des b\u00e2timents, ainsi que sur le programme et la mixit\u00e9 des fonctions. Elle commence par une vision globale de la r\u00e9partition dans le Quartier europ\u00e9en et se termine par des lignes directrices strat\u00e9giques pour chaque groupe de b\u00e2timents.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(extrait du site du BMA.Brussels &#8211; voir aussi <a href=\"https:\/\/bma.brussels\/nl\/cityforward\/\">https:\/\/bma.brussels\/nl\/cityforward\/<\/a>)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Realex (pr\u00e9c\u00e9demment Leaselex)<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/gaq.be\/wp-content\/uploads\/2024\/07\/image-29-1024x954.png\" alt=\"\" class=\"wp-image-12923\" style=\"width:215px;height:auto\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Le projet d&#8217;At\u00e9nor pour la construction d&#8217;une deuxi\u00e8me tour, \u00e0 c\u00f4t\u00e9 de l&#8217;immeuble The One, a abouti \u00e0 l&#8217;octroi d&#8217;un permis d&#8217;urbanisme en f\u00e9vrier dernier. Ce nouvel \u00e9difice sera consid\u00e9rable, mais son ambition a \u00e9t\u00e9 r\u00e9duite de moiti\u00e9 par rapport au projet initial. Il h\u00e9bergera le centre de conf\u00e9rence de la Commission europ\u00e9enne (plus d&#8217;informations sur notre site). Le GAQ et l&#8217;AQL ont d\u00e9pos\u00e9 un recours contre ce permis d&#8217;urbanisme.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Newtown<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il y a un an, la Commission de concertation rendait un avis unanimement favorable \u00e0 la derni\u00e8re mouture du projet, assorti de trois pages de conditions. M\u00eame si certains points de l\u2019avis sont d\u00e9cevants, il y a des aspects tr\u00e8s positifs qui montrent que la Commission a entendu les riverains et le Collectif 1727. Si l&#8217;asbl Horizon 50\/200, soutenue par le Fonds des amis d\u2019Horizon 50\/200 et le conseiller Alain De Neef, parvient \u00e0 ses fins, des changements importants transformeront le parc et ses environs en une attraction culturelle et r\u00e9cr\u00e9ative majeure (pour plus de d\u00e9tails, consultez ailleurs sur notre site). Toutefois, des inqui\u00e9tudes subsistent au sein du GAQ et parmi les habitants. On peut \u00e9galement se demander si les moyens seront suffisants pour concr\u00e9tiser cette vision tr\u00e8s ambitieuse.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"NL\">Dossiers stedebouw in de wijk<\/h2>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Schuman rotonde: ons beroep tot opschorsing bij de Raad van State<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Op 28 mei vond een hoorzitting plaats voor de Raad van State. Het voorlopig advies van de auditeur was niet gunstig voor ons verzoek voor een spoedprocedure (opschortingsberoep). De auditeur was van mening dat de schade die veroorzaakt door de voortzetting van de werken niet ernstig genoeg is voor de aanvragers en dat het altijd mogelijk is om de beslissing terug te draaien als ons uiteindelijk de nietigverklaring zou worden toegekend (het is tenslotte maar belastinggeld dat nodeloos wordt uitgegeven!).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Onze advokaat heeft de zaak op 28 mei bepleit en we verwachten zeer binnenkort een beslissing van de Raad van State. Er zijn twee mogelijke scenario&#8217;s:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. De Raad van State volgt het advies van de auditeur en verwerpt het verzoek tot opschorting. In dat geval moeten we vragen om voortzetting van de nietigverklaringsprocedure, wat ongeveer twee jaar kan duren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. De Raad van State is van oordeel dat er schade is die de opschorsing rechtvaardigt. In dit geval wordt de zaak terugverwezen naar de auditeur voor een aanvullend rapport waarin de ernst van de argumenten wordt onderzocht (tweede cumulatieve voorwaarde).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We zullen de informatie op onze website regelmatig bijwerken.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Cityforward<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>De Europese wijk, big bang!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De Europese wijk mag dan wel een troef voor Brussel zijn als een internationale omgeving rond de Europese instellingen, op het vlak van interessante stedelijkheid scoort ze stukken minder. De monofunctionaliteit van kantoren is er torenhoog, maar post-Covid zorgt de komende jaren ongetwijfeld voor een doorbraak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Omdat de Europese Commissie haar kantooroppervlakte wil reduceren en herontwikkelen met het oog op een meer duurzame inplanting, komt er een enorme vastgoedoperatie aan. Maar liefst 21 gebouwen worden in \u00e9\u00e9n keer overgemaakt aan de Belgische Staat geruggensteund door Cityforward met Whitewood als beheerder. Deze gebouwen zullen met het oog op renovatie, herontwikkeling en herprogrammatie opnieuw op de markt gebracht worden. Het gaat om meer dan 300.000 m\u00b2, dus met een substanti\u00eble impact! De gehele operatie verloopt in samenwerking met het Brusselse Gewest en de betrokken gemeenten en de bedoeling is om circa 30 % van de herontwikkeling in te zetten voor andere bestemmingen dan kantoren, zoals wonen en voorzieningen. Cityforward is een game changer in de Europese wijk om -eindelijk- een flinke stap vooruit te doen qua functionele menging en er dus een \u00e9chte stadswijk van te maken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cityforward zoekt een ontwerpteam met sterke capaciteiten inzake stedenbouwkundige inpassing, haalbaarheidsstudies en stakeholdersoverleg om voor de 21 gebouwen die in circa 12 groepen zullen opgedeeld worden, een kader uit te werken dat de vastgoedontwikkeling nadien richting moet geven. Dit zowel in termen van inplanting en stedelijke integratie, densiteit en bouwhoogte, als programma en functiemenging. Dit nieuwe gebouw zal aanzienlijk zijn, maar de ambitie is gehalveerd ten opzichte van het oorspronkelijke project. Het zal het conferentiecentrum van de Europese Commissie huisvesten (meer informatie elders op onze site). De GAQ en&nbsp;&nbsp;AQL (Association du Quartier Leopold) hebben beroep aangetekend tegen de bouwvergunning.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Newtown<\/strong> (Notelaarstraat 211)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Een jaar geleden bracht de Overlegcommissie van de Stad Brussel een unaniem gunstig advies uit over de laatste versie van het project.&nbsp;&nbsp;Het advies ging echter gepaard met drie pagina&#8217;s voorwaarden. Hoewel sommige punten in het advies teleurstellend zijn, zijn er ook enkele zeer positieve aspecten die tonen dat de Commissie heeft geluisterd naar de omwonenden en het Collectief 1727. De bouwvergunning is onlangs verleend en lijkt minder gunstig te zijn, met name voor het Juliette Herman Park.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We zullen de informatie op onze website bijwerken. Als het aan de vzw Horizon 50\/200, gesteund door het Fonds vrienden van Horizon 50\/200 en adviseur Alain De Neef, ligt, zullen belangrijke veranderingen het park en zijn omgeving omvormen tot een belangrijke culturele en recreatieve attractie (meer details elders op onze website). De GAQ en de bewoners rondom het park hebben er toch een aantal bedenkingen bij. Men kan zich ook afvragen of de nodige middelen beschikbaar zijn om de erg ambitieuze visie te ondersteunen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"EN\">District Urban Planning Files<\/h2>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Schuman roundabout: appeal to the Council of State to suspend the works<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A hearing was held before the Council of State on 28 May. The Auditor&#8217;s preliminary opinion was not favourable to our request for an emergency procedure (suspension appeal). The Auditor considered that the damage caused by the continuation of the works was not sufficiently serious for the applicants and that it was always possible to reverse the decision if we were finally granted the annulment (after all, it\u2019s only taxpayers&#8217; money spent needlessly!).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our lawyer pleaded the case on 28 May and we expect the Council\u2019s decision very shortly. There are two possible scenarios:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. The Council follows the opinion of its Auditor and rejects the request for suspension. In this case, we will have to ask for the annulment proceedings to be continued, which could take around two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. The Council considers that there is damage justifying the suspension. In this case, the case is referred back to the Auditor for a further report examining the seriousness of the arguments (second cumulative condition).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will update the information else on our website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Cityforward,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>the European Quarter, Big Bang !<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European quarter may be an asset for Brussels. As an international environment built around the European institutions, it scores, however, a lot less in terms of interesting urbanity. The monofunctionality of offices there is sky-high, but post-Covid will undoubtedly provide a breakthrough in the coming years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the European Commission seeks to reduce and reorganise its office space in order to make it more sustainable, a huge real estate operation is coming up. As many as 21 existing buildings will be transferred at once to the Belgian state, backed by Cityforward with Whitewood as manager. These buildings will be put back on the market for renovation, redevelopment and reprogramming. More than 300,000 m\u00b2 are involved, so with a substantial impact! The entire operation is carried out in collaboration with the Brussels Region and the municipalities concerned, and the intention is to allocate around 30% of the redevelopment to uses other than offices, such as housing and amenities. Cityforward is a game changer in the European district to \u2013 finally \u2013 take a big step forward in terms of functional mix and thus turn it into a real city district.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cityforward is looking for a design team with strong capabilities in urban planning, feasibility studies and stakeholder dialogue to work out a framework for the 21 buildings, which will be divided into about 12 groups, in order to give direction to the real estate development afterwards. This both in terms of implantation and urban integration, density and building height, and programme and mix of functions. This new building will be considerable, but its ambition has been halved compared to the initial project. It will house the European Commission&#8217;s conference centre (more information on our site). The GAQ and the AQL have lodged an appeal against the planning permission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Newtown<\/strong> (rue du Noyer 211)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A year ago, the Consultation Commission issued an unanimously favourable opinion on the latest version of the project, along with three pages of conditions. Although some points in the opinion are disappointing, there are some very positive aspects that show that the Commission has listened to residents and the Collectif 1727. However, planning permission has just been granted and appears to be less favourable, particularly for Parc Juliette Herman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will update the information on our website.
