Stefaan De Rynck est depuis un an Chef de la Repr\u00e9sentation de la Commission europ\u00e9enne en Belgique. La Repr\u00e9sentation a ses bureaux dans le b\u00e2timent Charlemagne.<\/p>\n\n\n\n

  1. GAQ: le Gouvernement bruxellois et la ville de Bruxelles ont adopt\u00e9 respectivement une Vision partag\u00e9e et des Recommandations pour l’urbanisme dans le quartier.  Comment \u00e9valuez-vous les implications pour la pr\u00e9sence de la Commission europ\u00e9enne dans notre quartier ?<\/strong><\/strong><\/li><\/ol>\n\n\n\n

    SdR:<\/strong> la Commission europ\u00e9enne veut appuyer les efforts du gouvernement et des communes pour am\u00e9liorer encore notre quartier, son attractivit\u00e9 et image. Elle a contribu\u00e9 au d\u00e9bat public pour d\u00e9velopper un projet de vision partag\u00e9e, en participant activement aux diff\u00e9rents ateliers organis\u00e9s par perspectives.brussels. La Commission a organis\u00e9 elle-m\u00eame un atelier en janvier sur la transformation de notre quartier dans la perspective du New European Bauhaus<\/em> qui veut promouvoir un mouvement pour que l\u2019environnement b\u00e2ti soit plus beau. Nous nous sommes engag\u00e9s \u00e0 rendre nos b\u00e2timents plus verts avec moins d\u2019empreinte carbone. Les choses \u00e9voluent positivement avec un dialogue continu avec le gouvernement. Nous avons tout int\u00e9r\u00eat, nous comme institution politique qui accueille des visiteurs et vous comme comit\u00e9 de quartier, \u00e0 faire en sorte que le quartier soit encore plus agr\u00e9able \u00e0 vivre et mieux per\u00e7u \u00e0 Bruxelles et \u00e0 l\u2019International.<\/p>\n\n\n\n

    Le New European Bauhaus, c\u2019est la dimension cr\u00e9ative et culturelle du Pacte vert europ\u00e9en. Une dimension importante, puisqu\u2019elle vise \u00e0 faire travailler ensemble architectes, designers, pouvoirs publics, urbanistes, experts en technologie et innovation, acteurs du monde de la culture et des arts, tissu associatif et citoyens, pour am\u00e9liorer notre environnement, nos logements et nos bureaux. L\u2019id\u00e9e est d\u2019\u00eatre le plus inclusif possible. Je parle du c\u00f4t\u00e9 participatif mais aussi de l\u2019inclusion sociale \u2013 ce qui implique plus de mixit\u00e9 dans notre quartier. Nous voulons aider le gouvernement et la soci\u00e9t\u00e9 civile de Bruxelles \u00e0 atteindre cet objectif.<\/p>\n\n\n\n

    • GAQ: la pand\u00e9mie de Covid-19 a eu un impact profond sur l’organisation du travail partout dans le monde. Cet impact est tr\u00e8s fortement ressenti dans notre quartier.  Nous comprenons que l’organisation du travail au sein de la Commission, cons\u00e9cutive \u00e0 la pand\u00e9mie, implique une r\u00e9organisation y compris immobili\u00e8re qui impactera durablement notre espace de vie. Pouvez-vous nous expliquer en quelques mots comment, tr\u00e8s concr\u00e8tement, la concentration des effectifs et la r\u00e9duction du nombre de b\u00e2timents occup\u00e9s va se traduire dans notre quartier (nombre de personnes travaillant dans notre quartier, quels b\u00e2timents seront abandonn\u00e9s, quels seront les b\u00e2timents r\u00e9nov\u00e9s, nouveaux b\u00e2timents, impact sur la mobilit\u00e9 …) ?<\/strong><\/li><\/ul>\n\n\n\n

      SdR:<\/strong> dans le quartier europ\u00e9en \u2013 je me fonde sur la d\u00e9limitation que le GAQ en donne \u2013 un peu moins de 20,000 personnes y travaillent pour la Commission (directions g\u00e9n\u00e9rales, agences, repr\u00e9sentation mais aussi le personnel des cr\u00e8ches europ\u00e9ennes par exemple). Il y a \u00e9videmment d\u2019autres institutions comme le Conseil et le Service d\u2019action ext\u00e9rieure.<\/p>\n\n\n\n

      L\u2019arriv\u00e9e de la pand\u00e9mie et ses cons\u00e9quences sur la fa\u00e7on de travailler ont rebattu les cartes pour toutes les entreprises et institutions, y compris la Commission europ\u00e9enne. Et cette \u00e9volution dans la mani\u00e8re de travailler, d\u2019am\u00e9nager b\u00e2timents et bureaux autrement, de se d\u00e9placer de fa\u00e7on plus verte se refl\u00e8te dans la Communication sur le verdissement de la Commission adopt\u00e9e et publi\u00e9e en avril 2022. Nous nous sommes fix\u00e9s un objectif ambitieux : atteindre la neutralit\u00e9 climatique d’ici \u00e0 2030. Nous restons pr\u00e9sents, r\u00e9solument, dans le quartier europ\u00e9en, mais diff\u00e9remment.<\/p>\n\n\n\n

      Notre objectif est de r\u00e9duire les \u00e9missions de CO2 des b\u00e2timents de la Commission et l\u2019empreinte carbone de notre institution et de son personnel. Concr\u00e8tement, les b\u00e2timents et l’espace de travail repr\u00e9sentaient 43 % des \u00e9missions de la Commission en 2019. La nouvelle politique immobili\u00e8re \u00e0 Bruxelles et des actions suppl\u00e9mentaires sur d’autres sites permettront de r\u00e9duire les \u00e9missions de 30 % entre 2019 et 2030. Les mesures comprendront une r\u00e9duction de 50 % du nombre de b\u00e2timents g\u00e9r\u00e9s par la Commission, ce qui permettra des \u00e9conomies d’\u00e9chelle, avec une r\u00e9duction de 25 % de la surface occup\u00e9e. Cela va de pair avec le travail flexible\/le t\u00e9l\u00e9travail et le passage progressif \u00e0 des espaces de travail collaboratifs et dynamiques. La r\u00e9duction du parc immobilier cr\u00e9era davantage de possibilit\u00e9s de projets \u00e0 usage mixte \u00e0 Bruxelles et du potentiel pour des espaces publics. En outre, la performance environnementale et \u00e9nerg\u00e9tique du parc immobilier sera am\u00e9lior\u00e9e, comme montre d\u00e9j\u00e0 le b\u00e2timent rue de la Loi 51.<\/p>\n\n\n\n

      La Commission continuera d’adapter en priorit\u00e9 ses infrastructures, notamment en d\u00e9veloppant des installations pour le personnel qui se d\u00e9place \u00e0 v\u00e9lo et en installant des bornes de recharge pour les v\u00e9hicules \u00e9lectriques. Et en r\u00e9duisant les emplacements de parking dans ses b\u00e2timents d\u2019au moins 35% dans les ann\u00e9es qui viennent. Elle poursuivra son dialogue avec les autorit\u00e9s r\u00e9gionales et locales sur tous les sites en vue d’une mobilit\u00e9 plus s\u00fbre et verte, par exemple en ajoutant des pistes cyclables s\u00e9curis\u00e9es. L’am\u00e9nagement futur du rond-point Schuman est un exemple de coop\u00e9ration \u00e9troite avec les autorit\u00e9s bruxelloises pour promouvoir une mobilit\u00e9 douce et plus \u00e9cologique.<\/p>\n\n\n\n

      Enfin, l’engagement en faveur de la pr\u00e9servation de la nature et de la biodiversit\u00e9 aura \u00e9galement une incidence sur les sites de la Commission et leurs environs. La Commission \u00e9value actuellement ce qu’elle peut faire de plus, notamment \u00e0 Bruxelles, o\u00f9 elle a lanc\u00e9 une \u00e9tude sur les diff\u00e9rentes possibilit\u00e9s d’am\u00e9lioration de la biodiversit\u00e9 dans son parc immobilier et ses environs.<\/p>\n\n\n\n

      • GAQ: l’\u00eelot 130 devait faire l’objet d’une nouvelle construction tr\u00e8s imposante.  Nous avons appris que le projet serait d\u00e9sormais abandonn\u00e9.  Qu’en est-il exactement ?<\/strong><\/li><\/ul>\n\n\n\n

        SdR:<\/strong> la Commission a effectivement d\u00e9cid\u00e9 de ne pas mettre en \u0153uvre le projet Loi 130 r\u00e9sultant du concours d\u2019architecture organis\u00e9 en 2018 et 2019. Cette d\u00e9cision s\u2019explique par l\u2019\u00e9volution des m\u00e9thodes de travail r\u00e9sultant de la crise sanitaire et par une r\u00e9vision de la r\u00e9glementation urbaine. Et il y avait une raison budg\u00e9taire : le co\u00fbt total de la mise en \u0153uvre du projet d\u00e9passait le budget initialement pr\u00e9vu. La Commission examinera les solutions pour les b\u00e2timents du terrain Loi 130 dans le cadre de la nouvelle politique immobili\u00e8re en \u00e9troite coordination avec les autorit\u00e9s bruxelloises. Les id\u00e9es des habitants du quartier pour ce site et d\u2019autres sont \u00e9videmment les bienvenues !<\/p>\n\n\n\n

        • GAQ: pour les habitants du quartier europ\u00e9en, la Commission europ\u00e9enne est une voisine en g\u00e9n\u00e9ral trop distante (exception faite pour la F\u00eate du pain). Que pourrions-nous faire les et les autres pour que ce voisinage puisse \u00eatre plus satisfaisant pour ceux qui vivent si pr\u00e8s de votre institution ?<\/strong><\/li><\/ul>\n\n\n\n

          SdR: <\/strong>la pr\u00e9sence de la Commission et des autres institutions europ\u00e9ennes est d\u2019abord une richesse pour notre quartier. Bruxelles peut \u00eatre fi\u00e8re de son statut de capitale europ\u00e9enne, et notre quartier en b\u00e9n\u00e9ficie. \u00c9videmment, l\u2019organisation des sommets europ\u00e9ens et la concentration des bureaux autour du Schuman posent des d\u00e9fis mais je trouve que cela reste magnifique que des cha\u00eenes de t\u00e9l\u00e9 am\u00e9ricaines, japonaises et d\u2019autres encore montrent r\u00e9guli\u00e8rement des images de notre quartier. Avoir la Commission comme voisine rend notre quartier plus international et contribue \u00e0 son rayonnement. Et puis, je n\u2019aime pas trop nourrir l\u2019id\u00e9e qu\u2019il y une distance entre nous. La Commission est \u00e9videmment une administration publique avec des besoins immobiliers, mais ce sont aussi des fonctionnaires qui fr\u00e9quentent les march\u00e9s, qui sont des activistes pour une mobilit\u00e9 plus douce ou d\u2019autres causes encore.<\/p>\n\n\n\n

          Approfondir ces relations de voisinage entre nous est important. Avant la pand\u00e9mie nous entendions souvent la critique que les \u00ab eurocrates \u00bb viennent travailler \u00e0 la Commission mais ils restent dans leur \u00ab bulle \u00bb et ne participent pas \u00e0 la vie de quartier. Le lockdown<\/em> a cruellement d\u00e9montr\u00e9 combien les membres du personnel de la Commission et des autres institutions pr\u00e9sentes dans le quartier participaient \u00e0 sa vie, certes \u00e9conomique, mais pas uniquement. Avant d\u2019\u00eatre des \u00ab eurocrates \u00bb dans \u00ab leur bulle \u00bb, les membres du personnel qui travaillent \u00e0 la Commission sont des citoyens qui habitent parfois ce quartier, en fr\u00e9quentent les commerces, les caf\u00e9s et les restaurants, les parcs, les clubs de sport, les \u00e9coles et les cr\u00e8ches et qui votent aux \u00e9lections locales. Nous avons aussi des coll\u00e8gues qui se pr\u00e9sentent comme candidats aux \u00e9lections dans certaines communes de Bruxelles ou qui sont engag\u00e9s en tant que volontaires dans des associations. La distance entre nous est peut-\u00eatre moins grande de ce que certains pensent.<\/p>\n\n\n\n

          La Repr\u00e9sentation de la Commission europ\u00e9enne en Belgique est l\u00e0 pour aider \u00e0 enrichir ces liens entre nous. Vous avez cit\u00e9 notre participation \u00e0 la F\u00eate du pain, qui a lieu le m\u00eame jour que la journ\u00e9e des portes ouvertes des institutions europ\u00e9ennes \u00e0 l\u2019occasion de la Journ\u00e9e de l\u2019Europe. C\u2019est une excellente initiative. Mais nous sommes \u00e9galement pr\u00e9sents \u00e0 d\u2019autres occasions. J\u2019ai moi-m\u00eame particip\u00e9 \u00e0 votre brocante annuelle au square Ambiorix, l\u2019ann\u00e9e derni\u00e8re, malheureusement sous la pluie. Vous \u00eates souvent en contact avec mes coll\u00e8gues de l\u2019OIB (Office pour les Infrastructures et la Logistique \u00e0 Bruxelles). Et la pr\u00e9sidente Ursula von der Leyen a particip\u00e9 au Schuman Lights Up en d\u00e9cembre 2021, je regrette encore que nous avons d\u00fb annuler la soir\u00e9e organis\u00e9e par la Repr\u00e9sentation au Schuman Lights Up pour le quartier \u00e0 cause des contraintes li\u00e9es au COVID-19.<\/p>\n\n\n\n

          EN: Interview with Stefaan De Rynck<\/h2>\n\n\n\n

          Stefaan De Rynck has been Head of the Representation of the European Commission in Belgium for a year. The Representation has its offices in the Charlemagne building.<\/p>\n\n\n\n

          1. GAQ:<\/strong> The Brussels Government and the City of Brussels have adopted a Shared Vision and Recommendations for urban planning in the neighbourhood respectively.\u202f How do you assess the implications for the European Commission’s presence in our neighbourhood?<\/li><\/ol>\n\n\n\n

            SdR:<\/strong> The European Commission wants to support the efforts of the government and the municipalities to further improve our neighbourhood, its attractiveness and image. It has contributed to the public debate to develop a shared vision project, by actively participating in the various workshops organised by perspectives.brussels. The Commission itself organised a workshop in January on the transformation of our neighbourhood in the perspective of the New European Bauhaus, which aims to promote a movement to make the built environment more beautiful. We are committed to making our buildings greener with a smaller carbon footprint. Things are moving in a positive direction with a continuous dialogue with the government. It is in our interest, as a political institution that welcomes visitors, and in your interest as a neighbourhood committee, to make the neighbourhood even more pleasant to live in and better perceived in Brussels and internationally. <\/p>\n\n\n\n

            The New European Bauhaus is the creative and cultural dimension of the European Green Pact. It is an important dimension, since it aims to bring together architects, designers, public authorities, urban planners, experts in technology and innovation, actors from the world of culture and the arts, associations and citizens, to improve our environment, our homes and our offices. The idea is to be as inclusive as possible. I’m talking about the participatory side but also about social inclusion – which means more diversity in our neighbourhood. We want to help the government and civil society in Brussels to achieve this goal.<\/p>\n\n\n\n

            • GAQ:<\/strong> The Covid-19 pandemic has had a profound impact on the organisation of work around the world. This impact is very strongly felt in our neighbourhood.\u202f We understand that the organisation of work within the Commission as a result of the pandemic implies a reorganisation, including real estate, which will have a lasting impact on our living space. Can you explain to us in a few words how, in concrete terms, the concentration of staff and the reduction in the number of occupied buildings will affect our neighbourhood (number of people working in our neighbourhood, which buildings will be abandoned, which buildings will be renovated, new buildings, impact on mobility, etc.)?<\/li><\/ul>\n\n\n\n

              SdR:<\/strong> In the European Quarter – I am basing myself on the delimitation given by the GAQ – a little less than 20,000 people work for the Commission (Directorates-General, Agencies, Representation, but also the staff of the European cr\u00e8ches for example). There are of course other institutions such as the Council and the External Action Service.<\/p>\n\n\n\n

              The arrival of the pandemic and its consequences on the way of working have reshuffled the cards for all companies and institutions, including the European Commission. And this shift in the way we work, in the way we design buildings and offices differently, in the way we move around in a greener way is reflected in the Communication on the greening of the Commission adopted and published in April 2022. We have set ourselves an ambitious target: to achieve climate neutrality by 2030. We remain firmly in the European neighbourhood, but in a different way. <\/p>\n\n\n\n

              Our aim is to reduce the CO2 emissions of the Commission’s buildings and the carbon footprint of our institution and its staff. In concrete terms, buildings and workspace accounted for 43% of the Commission’s emissions in 2019. The new buildings policy in Brussels and additional actions at other sites will reduce emissions by 30% between 2019 and 2030. Measures will include a 50% reduction in the number of buildings managed by the Commission, allowing for economies of scale, with a 25% reduction in floor space. This goes hand in hand with flexible working\/teleworking and a gradual shift to collaborative and dynamic workspaces. The reduction of the building stock will create more opportunities for mixed-use projects in Brussels and potential for public spaces. In addition, the environmental and energy performance of the building stock will be improved, as the Rue de la Loi 51 building already shows.<\/p>\n\n\n\n

              The Commission will continue to prioritise the adaptation of its infrastructure, including the development of facilities for staff who travel by bicycle and<\/p>\n\n\n\n

              and installing charging stations for electric vehicles. And by reducing parking spaces in its buildings by at least 35% in the coming years. It will continue its dialogue with regional and local authorities at all sites for safer and greener mobility, for example by adding safe cycle paths. The future development of the Schuman roundabout in Brussels is an example of close cooperation with the Brussels authorities to promote soft and greener mobility. <\/p>\n\n\n\n

              Finally, the commitment to nature conservation and biodiversity will also have an impact on the Commission’s sites and their surroundings. The Commission is currently assessing what more it can do, particularly in Brussels, where it has launched a study on the various possibilities for improving biodiversity in its building stock and its surroundings.<\/p>\n\n\n\n

              • GAQ:<\/strong> Block 130 was to be the site of a major new building.\u202f We have heard that the project has now been abandoned.\u202f What exactly is the situation?<\/li><\/ul>\n\n\n\n

                SdR:<\/strong> The Commission has indeed decided not to implement the Loi 130 project resulting from the architectural competition organised in 2018 and 2019. There was a reason for this decision: changes in working methods as a result of the health crisis, and a revision of the urban regulations. And there was a budgetary reason: the total cost of implementing the project exceeded the initial budget. The Commission will examine solutions for the buildings on the Loi 130 site as part of the new building policy in close coordination with the Brussels authorities. The ideas of the inhabitants of the neighbourhood for this and other sites are of course welcome!<\/p>\n\n\n\n

                • GAQ: <\/strong>For the inhabitants of the European Quarter, the European Commission is a neighbour that is generally too distant (except for the Bread Festival). What could we all do to make this neighbourhood more satisfactory for those who live so close to your institution?\u202f\u202f<\/li><\/ul>\n\n\n\n

                  SdR:<\/strong> The presence of the Commission and the other European institutions is first and foremost an asset for our neighbourhood. Brussels can be proud of its status as a European capital, and our neighbourhood benefits from this. Of course, the organisation of European summits and the concentration of offices around the Schuman pose challenges, but I think it is wonderful that American, Japanese and other TV channels regularly show images of our neighbourhood. Having the Commission as a neighbour makes our district more international and contributes to its influence. And I don’t really like the idea that there is a distance between us. The Commission is obviously a public administration with real estate needs, but it is also civil servants who go to the markets, who are activists for a more gentle mobility or other causes. <\/p>\n\n\n\n

                  It is important to deepen these neighbourly relations between us. Before the pandemic we often heard the criticism that ‘eurocrats’ come to work in the Commission but they stay in their ‘bubble’ and don’t participate in neighbourhood life. The lockdown has cruelly demonstrated how much the staff of the Commission and other institutions present in the neighbourhood participate in its life, certainly economically, but not only. Before being ‘Eurocrats’ in their ‘bubble’, Commission staff are citizens who sometimes live in the neighbourhood, frequent the shops, caf\u00e9s and restaurants, parks, sports clubs, schools and cr\u00e8ches and vote in local elections. We also have colleagues who run as candidates in elections in certain Brussels municipalities or who are involved as volunteers in associations. The distance between us is perhaps less than some people think.<\/p>\n\n\n\n

                  The Representation of the European Commission in Belgium is there to help enrich these links between us. You mentioned our participation in the Bread Festival, which takes place on the same day as the open day of the European institutions on Europe Day. This is an excellent initiative. But we are also present on other occasions. I myself participated in your annual flea market in Ambiorix Square last year, unfortunately in the rain. You are often in contact with my colleagues from the OIB (Office for Infrastructure and Logistics in Brussels). And President Ursula von der Leyen participated in the Schuman Lights Up in December 2021, I still regret that we had to cancel the evening organised by the Representation at the Schuman Lights Up for the neighbourhood because of the constraints linked to COVID-19. <\/p>\n\n\n\n

                  Stefaan De Rynck is sinds een jaar hoofd van de vertegenwoordiging van de Europese Commissie in Belgi\u00eb. De Vertegenwoordiging heeft haar kantoren in het Charlemagne-gebouw.<\/p>\n\n\n\n

                  1. GAQ:<\/strong> de Brusselse regering en de stad Brussel hebben respectievelijk een gemeenschappelijke visie en aanbevelingen voor stadsplanning in de buurt goedgekeurd.\u202f Hoe beoordeelt u de gevolgen voor de aanwezigheid van de Europese Commissie in onze buurlanden?<\/li><\/ol>\n\n\n\n

                    SdR:<\/strong> de Europese Commissie wil de inspanningen van de regering en de gemeenten ondersteunen om onze wijk, zijn aantrekkelijkheid en imago verder te verbeteren. Zij heeft bijgedragen tot het publieke debat over de ontwikkeling van een project voor een gemeenschappelijke visie, door actief deel te nemen aan de verschillende door perspectives.brussels georganiseerde workshops. De Commissie zelf heeft in januari een workshop georganiseerd over de transformatie van onze wijk in het perspectief van het Nieuwe Europese Bauhaus, dat een beweging wil bevorderen om de bebouwde omgeving mooier te maken. Wij streven ernaar onze gebouwen groener te maken met een kleinere koolstofvoetafdruk. Het gaat de goede kant op met de voortdurende dialoog met de regering. Het is in ons belang, als politieke instelling die bezoekers ontvangt, en in uw belang als buurtcomit\u00e9, om de buurt nog aangenamer te maken om in te wonen en beter gepercipieerd te worden in Brussel en internationaal. <\/p>\n\n\n\n

                    Het Nieuwe Europese Bauhaus is de creatieve en culturele dimensie van het Europese Groene Pact. Het is een belangrijke dimensie, omdat het de bedoeling is architecten, ontwerpers, overheden, stedenbouwkundigen, deskundigen op het gebied van technologie en innovatie, actoren uit de wereld van cultuur en kunst, verenigingen en burgers bijeen te brengen om onze omgeving, onze huizen en onze kantoren te verbeteren. Het idee is om zo inclusief mogelijk te zijn. Ik heb het over de participatiekant, maar ook over sociale integratie – wat meer diversiteit in onze buurt betekent. Wij willen de regering en het maatschappelijk middenveld in Brussel helpen om dit doel te bereiken.<\/p>\n\n\n\n

                    • GAQ: de Covid-19 pandemie heeft een diepgaande invloed gehad op de organisatie van het werk over de hele wereld. Dit effect is zeer sterk voelbaar in onze buurt.\u202f Wij begrijpen dat de organisatie van het werk binnen de Commissie, na de pandemie, een reorganisatie impliceert, ook op het gebied van onroerend goed, die blijvende gevolgen zal hebben voor onze woonruimte. Kunt u ons in enkele woorden uitleggen hoe de concentratie van personeel en de vermindering van het aantal bezette gebouwen concreet in onze wijk tot uiting zullen komen (aantal mensen dat in onze wijk werkt, welke gebouwen zullen worden verlaten, welke zullen worden gerenoveerd, nieuwe gebouwen, gevolgen voor de mobiliteit, enz.) ?<\/li><\/ul>\n\n\n\n

                      SdR:<\/strong> in de Europese wijk – ik baseer mij op de afbakening van de GAQ – werken iets minder dan 20.000 mensen voor de Commissie (directoraten-generaal, agentschappen, vertegenwoordiging, maar bijvoorbeeld ook het personeel van de Europese cr\u00e8ches). Er zijn natuurlijk nog andere instellingen, zoals de Raad en de Dienst voor extern optreden.<\/p>\n\n\n\n

                      Door de komst van de pandemie en de gevolgen daarvan voor de manier van werken zijn de kaarten voor alle bedrijven en instellingen, waaronder de Europese Commissie, opnieuw geschud. En deze verschuiving in de manier waarop we werken, in de manier waarop we gebouwen en kantoren anders ontwerpen, in de manier waarop we ons groener verplaatsen, komt tot uiting in de mededeling over de vergroening van de Commissie die in april 2022 is goedgekeurd en gepubliceerd. Wij hebben onszelf een ambitieus doel gesteld: tegen 2030 klimaatneutraliteit bereiken. Wij blijven stevig in de Europese nabuurschap, maar dan anders. <\/p>\n\n\n\n

                      Ons doel is de CO2-uitstoot van de gebouwen van de Commissie en de koolstofvoetafdruk van onze instelling en haar personeel te verminderen. Concreet waren gebouwen en werkruimten in 2019 goed voor 43% van de emissies van de Commissie. Het nieuwe gebouwenbeleid in Brussel en aanvullende acties op andere locaties zullen de uitstoot tussen 2019 en 2030 met 30% verminderen. De maatregelen omvatten een vermindering met 50% van het aantal gebouwen dat door de Commissie wordt beheerd, waardoor schaalvoordelen mogelijk worden, met een vermindering van de vloeroppervlakte met 25%. Dit gaat hand in hand met flexibel werken\/telewerken en een geleidelijke verschuiving naar collaboratieve en dynamische werkruimten. Door de inkrimping van het gebouwenbestand ontstaan in Brussel meer kansen voor gemengde projecten en mogelijkheden voor openbare ruimten. Bovendien zullen de milieu- en energieprestaties van het gebouwenbestand worden verbeterd, zoals nu al blijkt uit het gebouw aan de Wetstraat 51.<\/p>\n\n\n\n

                      De Commissie zal prioriteit blijven geven aan de aanpassing van haar infrastructuur, waaronder de ontwikkeling van voorzieningen voor fietsers en het installeren van oplaadstations voor elektrische voertuigen. En door het aantal parkeerplaatsen in haar gebouwen de komende jaren met ten minste 35% te verminderen. Zij zal haar dialoog met de regionale en lokale overheden op alle locaties voortzetten met het oog op een veiligere en groenere mobiliteit, bijvoorbeeld door veilige fietspaden aan te leggen. De toekomstige ontwikkeling van het Schuman-rondpunt in Brussel is een voorbeeld van nauwe samenwerking met de Brusselse overheid om zachte en groenere mobiliteit te bevorderen. <\/p>\n\n\n\n

                      Ten slotte zal de inzet voor natuurbehoud en biodiversiteit ook gevolgen hebben voor de locaties van de Commissie en hun omgeving. De Commissie gaat momenteel na wat zij nog meer kan doen, met name in Brussel, waar zij een studie heeft gelanceerd over de verschillende mogelijkheden om de biodiversiteit in haar gebouwenbestand en de omgeving daarvan te verbeteren.<\/p>\n\n\n\n

                      • GAQ:<\/strong> in blok 130 moest een groot nieuw gebouw komen.\u202f Wij hebben vernomen dat het project nu is stopgezet.\u202f Wat is er precies aan de hand?<\/li><\/ul>\n\n\n\n

                        SdR:<\/strong> de Commissie heeft inderdaad besloten het project Loi 130, dat het resultaat is van de in 2018 en 2019 georganiseerde architectuurwedstrijd, niet uit te voeren. Er was een reden voor dit besluit: veranderingen in de werkmethoden als gevolg van de gezondheidscrisis, en een herziening van de stedelijke verordeningen. En er was een budgettaire reden: de totale kosten voor de uitvoering van het project overschreden het oorspronkelijke budget. De Commissie zal in het kader van het nieuwe gebouwenbeleid en in nauwe samenwerking met de Brusselse autoriteiten oplossingen onderzoeken voor de gebouwen op het Loi 130-terrein. De idee\u00ebn van de buurtbewoners voor deze en andere sites zijn natuurlijk welkom!<\/p>\n\n\n\n

                        • GAQ:<\/strong> voor de bewoners van de Europese wijk is de Europese Commissie een buur die over het algemeen te ver weg is (behalve tijdens het Broodfeest). Wat zouden wij allen kunnen doen om deze buurt bevredigender te maken voor hen die zo dicht bij uw instelling wonen?\u202f\u202f<\/li><\/ul>\n\n\n\n

                          SdR:<\/strong> de aanwezigheid van de Commissie en de andere Europese instellingen is in de eerste plaats een troef voor ons nabuurschap. Brussel mag trots zijn op zijn status als Europese hoofdstad, en onze nabuurschap heeft daar baat bij. Natuurlijk vormen de organisatie van Europese topontmoetingen en de concentratie van kantoren rond de Schuman een uitdaging, maar ik vind het prachtig dat Amerikaanse, Japanse en andere TV-zenders regelmatig beelden van onze buurt vertonen. Het feit dat de Commissie een buurland is, maakt ons district internationaler en draagt bij tot de invloed ervan. En ik hou niet echt van het idee dat er een afstand tussen ons is. De Commissie is uiteraard een overheidsdienst met vastgoedbehoeften, maar het zijn ook ambtenaren die naar de markten gaan, die activisten zijn voor een zachtere mobiliteit of voor andere zaken. <\/p>\n\n\n\n

                          Het is belangrijk deze betrekkingen tussen onze buren te verdiepen. V\u00f3\u00f3r de pandemie hoorden we vaak de kritiek dat “eurocraten” in de Commissie komen werken, maar dat ze in hun “bubbel” blijven en niet deelnemen aan het leven in de buurt. De vergrendeling heeft op wrede wijze aangetoond hoezeer het personeel van de Commissie en van andere in de wijk aanwezige instellingen deelneemt aan het leven in de wijk, zeker in economisch opzicht, maar niet alleen. De personeelsleden van de Commissie zijn geen “eurocraten” in hun “bubbel”, maar burgers die soms in de buurt wonen, de winkels, caf\u00e9s en restaurants, parken, sportclubs, scholen en cr\u00e8ches bezoeken en stemmen bij plaatselijke verkiezingen. Wij hebben ook collega’s die zich kandidaat stellen voor de verkiezingen in bepaalde Brusselse gemeenten of die als vrijwilliger bij verenigingen betrokken zijn. De afstand tussen ons is misschien minder groot dan sommige mensen denken.<\/p>\n\n\n\n

                          De vertegenwoordiging van de Europese Commissie in Belgi\u00eb is er om deze banden tussen ons te helpen verrijken. U noemde onze deelname aan het Broodfestival, dat plaatsvindt op dezelfde dag als de open dag van de Europese instellingen op de Dag van Europa. Dit is een uitstekend initiatief. Maar we zijn ook bij andere gelegenheden aanwezig. Ik heb zelf deelgenomen aan uw jaarlijkse vlooienmarkt op het Ambiorixplein vorig jaar, helaas in de regen. U hebt vaak contact met mijn collega’s van het OIB (Bureau voor infrastructuur en logistiek in Brussel). En voorzitter Ursula von der Leyen heeft in december 2021 deelgenomen aan de Schuman Lights Up. Ik betreur nog steeds dat wij de door de vertegenwoordiging georganiseerde avond op de Schuman Lights Up voor de buurt hebben moeten annuleren wegens de beperkingen in verband met COVID-19.<\/p>\n","protected":false},"excerpt":{"rendered":"
