Le projet soumis \u00e0 l\u2019enqu\u00eate publique \u00e0 l\u2019automne 2020 a encore \u00e9t\u00e9 l\u2019occasion de manifester notre m\u00e9contentement&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>encombrement suppl\u00e9mentaire de la circulation dans les quartiers situ\u00e9s \u00e0 proximit\u00e9,<\/li>\n\n\n\n<li>encombrement visuel de la perspective vers le Cinquantenaire \u00e0 l\u2019aube des festivit\u00e9s du bicentenaire de la Belgique, par une structure extr\u00eamement co\u00fbteuse et inutile,<\/li>\n\n\n\n<li>encombrement de la nouvelle place qui ne pourra plus accueillir tous les \u00e9v\u00e8nements festifs, culturels ou citoyens,<\/li>\n\n\n\n<li>encombrement du sol par une place tr\u00e8s min\u00e9rale alors que les habitants veulent davantage de verdure,<\/li>\n\n\n\n<li>encombrement d\u2019un chantier sans mesure au c\u0153ur d\u2019un n\u0153ud de circulation structurant, rompant la liaison pour la circulation de voitures et camions entre les diff\u00e9rentes parties du quartier europ\u00e9en,<\/li>\n\n\n\n<li>absence de consultation des commer\u00e7ants.<\/li>\n<\/ul>\n\n\n\n<p>Les autorit\u00e9s n\u2019ont pas apport\u00e9 de r\u00e9ponses convaincantes ni suffisamment motiv\u00e9es aux nombreuses questions que les habitants et commer\u00e7ants ont pos\u00e9es. Absence d\u2019un v\u00e9ritable dialogue, attitude qui n\u2019est pas \u00e0 la hauteur des d\u00e9fis par ces temps de crises qui <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#1f752a\" class=\"has-inline-color\">impactent tout particuli\u00e8rement le Quartier europ\u00e9en.<\/mark><\/strong><br><br>En cons\u00e9quence, \u00e0 la suite de la d\u00e9livrance du permis d\u2019urbanisme au mois de&nbsp;d\u00e9cembre 2021, nous n\u2019avons pu faire autrement que d\u2019<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#368a33\" class=\"has-inline-color\">introduire un recours au Conseil d\u2019Etat<\/mark><\/strong> car nous continuons \u00e0 demander au Gouvernement r\u00e9gional qui porte le projet et \u00e0 la Commission europ\u00e9enne qui le finance \u00e0 la hauteur de plusieurs dizaines de millions d\u2019Euros&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Un <span style=\"text-decoration: underline;\">plan de mobilit\u00e9 <\/span>d\u2019ensemble pour la zone avant de r\u00e9aliser des projets qui ne sont pr\u00e9vus qu\u2019au coup par coup pour le moment&nbsp;;<\/li>\n\n\n\n<li>Une <span style=\"text-decoration: underline;\">place verduris\u00e9e<\/span>, d\u00e9gag\u00e9e de tout obstacle qui puisse accueillir la plus grande vari\u00e9t\u00e9 d\u2019activit\u00e9s citoyennes et d\u2019\u00e9v\u00e8nements culturels&nbsp;;<\/li>\n\n\n\n<li>Une <span style=\"text-decoration: underline;\">r\u00e9flexion <\/span>sur la perspective d\u2019ensemble qui relie le centre de la ville aux arcades du Cinquantenaire, notamment dans le cadre des comm\u00e9morations du bicentenaire de la Belgique&nbsp;et de la Vision partag\u00e9e pour le Quartier europ\u00e9en ;<\/li>\n\n\n\n<li>Un <span style=\"text-decoration: underline;\">projet moins co\u00fbteux<\/span> car notre quartier a besoin d\u2019am\u00e9liorer son espace public bien au-del\u00e0 des abords imm\u00e9diats des institutions europ\u00e9ennes.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Les associations et citoyens qui portent le recours aupr\u00e8s du Conseil d\u2019Etat, c.\u00e0.d. l\u2019AQL, le GAQ, l\u2019Association des Commer\u00e7ants du Carrefour Jean Monnet, ainsi que les copropri\u00e9t\u00e9s riveraines directement impact\u00e9es par le projet ont tenu bon financi\u00e8rement jusqu\u2019\u00e0 pr\u00e9sent. Dit project, dat in het najaar van 2020 aan een openbaar onderzoek werd voorgelegd, noopte velen onder ons om opnieuw ons ongenoegen te uiten over de te verwachten:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>extra verkeersopstoppingen in de nabij gelegen wijken,<\/li>\n\n\n\n<li>verstoring van het uitzicht op het Jubelpark door een extreem duur en overbodig bouwwerk, en dat aan de vooravond van de tweehonderdste verjaardag van Belgi\u00eb,<\/li>\n\n\n\n<li>verminderde bereikbaarheid van het nieuwe plein, dat nu niet langer alle feestelijke, culturele en maatschappelijke evenementen kan herbergen,<\/li>\n\n\n\n<li>aard van het plein: veel bestrating, terwijl de bewoners meer groen willen,<\/li>\n\n\n\n<li>verkeersoverlast rond een enorme werf in het hart van een belangrijk verkeersknooppunt, waardoor de verbinding voor auto- en vrachtverkeer tussen de verschillende delen van de Europese wijk wordt verbroken, en<\/li>\n\n\n\n<li>het gebrek aan overleg met de winkeliers.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>De autoriteiten gaven geen overtuigende of voldoend gemotiveerde antwoorden op de vele vragen die de inwoners en winkeliers stelden. Er is geen werkelijke dialoog geweest, en dat, is gelet op de uitdagingen die met huidige crisis samenhangen &#8211; <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#3c9134\" class=\"has-inline-color\">en vooral de Europese wijk treffen<\/mark><\/strong> &#8211; onaanvaardbaar.<br><br>Na de afgifte van de bouwvergunning in december 2021 konden we dan ook niet anders dan <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#539d3d\" class=\"has-inline-color\">beroep aantekenen bij de Raad van State<\/mark><\/strong>, aangezien we bij de regionale regering, die het project uitvoert, en de Europese Commissie, die het voor enkele tientallen miljoenen euro&#8217;s financiert, moeten blijven aandringen op:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Een algemeen mobiliteitsplan voor het gebied, voordat wordt overgegaan tot de uitvoering van projecten die op dit moment slechts fragmentarisch zijn gepland;<\/li>\n\n\n\n<li>Een groen plein, vrij van obstakels, dat plaats biedt aan de meest uiteenlopende burgeractiviteiten en culturele evenementen;<\/li>\n\n\n\n<li>Een hernieuwde beoordeling van het uitzicht vanuit het stadscentrum op de bogen van het Jubelpark, met name in het kader van de herdenkingen van het tweehonderdjarig bestaan van Belgi\u00eb en de gemeenschappelijke visie op de Europese wijk;<\/li>\n\n\n\n<li>Een minder duur project: onze wijk moet zijn openbare ruimte immers ook buiten de onmiddellijke omgeving van de Europese instellingen kunnen verbeteren.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>De verenigingen en burgers die de procedure bij de Raad van State aangingen \u2013 te weten: de AQL, de GAQ, de Association des Commer\u00e7ants du Carrefour Jean Monnet, alsook de naburige flatgebouwen die rechtstreeks door het project worden getroffen \u2013 hebben het tot nu toe financieel kunnen bolwerken. The project submitted to public inquiry in the fall of 2020 was again the occasion for many to express discontent about:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>additional traffic congestion in the nearby neighbourhood<\/li>\n\n\n\n<li>visual clutter of the perspective towards the Cinquantenaire on the eve of the Belgian bicentenary festivities, by an extremely costly and useless \u201croof\u201d structure<\/li>\n\n\n\n<li>cluttering up the new square, which will no longer be able to accommodate all the festive, cultural or civic events currently taking place on Schuman,<\/li>\n\n\n\n<li>cluttering up the ground with a very mineral square when the inhabitants want more green,<\/li>\n\n\n\n<li>the congestion of a considerable construction site in this important traffic junction, breaking the link for the circulation of cars and trucks between the different parts of the European district<\/li>\n\n\n\n<li>lack of consultation with the merchants.<\/li>\n<\/ul>\n\n\n\n<p>The authorities have not given convincing or sufficiently motivated answers to the numerous questions from residents and merchants. Lack of a real dialogue, an attitude that is not up to the challenges in these times of crisis that <mark style=\"background-color:rgba(0, 0, 0, 0);color:#519e49\" class=\"has-inline-color\"><strong>particularly impact the European Quarter<\/strong>.<\/mark><br><br>As a result, following the delivery of the project permission in December 2021, we have had no choice but to lodge <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#48a13f\" class=\"has-inline-color\">an appeal with the Council of State<\/mark><\/strong>, while we continue to ask the following from the regional government, which is carrying the project, and the European Commission, which is financing it to the tune of several tens of millions of Euros:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>An overall <span style=\"text-decoration: underline;\">mobility plan<\/span> for the area before carrying out projects that are only planned on a piecemeal basis;<\/li>\n\n\n\n<li>A <span style=\"text-decoration: underline;\">green square<\/span>, free of any obstacles, that can accommodate the greatest variety of citizen activities and cultural events;<\/li>\n\n\n\n<li>A <span style=\"text-decoration: underline;\">reflection<\/span> on the overall perspective that links the city centre to the arcades of the Cinquantenaire, particularly in the context of the commemorations of the bicentenary of Belgium and the Shared Vision for the European Quarter;<\/li>\n\n\n\n<li>A <span style=\"text-decoration: underline;\">less costly project <\/span>because our district needs to improve its public space well beyond the immediate surroundings of the European institutions.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>The associations and citizens who are bringing the appeal to the Council of State, i.e. AQL, GAQ, the Association des Commer\u00e7ants du Carrefour Jean Monnet, as well as the neighbouring co-ownerships directly impacted by the project have held out financially until now.
