Une Vision partag\u00e9e pour le Quartier europ\u00e9en<\/strong><\/p>\n\n\n\n

Le GAQ a rencontr\u00e9 Pierre Lemaire, charg\u00e9 de projet de la Strat\u00e9gie territoriale pour le Quartier europ\u00e9en \u00e0 perspective.brussels[1]<\/a>, pour comprendre les enjeux de la Vision partag\u00e9e pour le Quartier europ\u00e9en.  <\/p>\n\n\n\n

GAQ<\/strong> :  le GAQ, ensemble avec d’autres, a pu participer depuis fin 2021 \u00e0 une s\u00e9rie de r\u00e9flexions\/d\u00e9bats, organis\u00e9s par perspective.brussels en vue de produire une vision partag\u00e9e nouvelle pour le Quartier europ\u00e9en.  Elle enterre le notoire PAD Loi. Pourriez-vous nous dire bri\u00e8vement pourquoi Perspective.Brussels a men\u00e9 cette r\u00e9flexion ?<\/p>\n\n\n\n

PL<\/strong> : suite \u00e0 la synth\u00e8se des remarques et avis de l\u2019enqu\u00eate publique sur le projet de PAD Loi qui s\u2019est d\u00e9roul\u00e9e d\u2019octobre \u00e0 d\u00e9cembre 2019 et suite aux r\u00e9centes \u00e9volutions des modes de travail, le Gouvernement de la R\u00e9gion de Bruxelles-Capitale a mandat\u00e9 perspective.brussels le 24 juin 2021 pour faire \u00e9voluer la vision territoriale pour le Quartier europ\u00e9en dans un d\u00e9lai de six mois.<\/p>\n\n\n\n

En septembre 2021, le Gouvernement a approuv\u00e9 la proposition de m\u00e9thodologie de perspective.brussels. Celle-ci \u00e9tait bas\u00e9e sur des ateliers participatifs men\u00e9s sur cinq th\u00e9matiques urbaines pertinentes pour le Quartier europ\u00e9en. Chaque atelier \u00e9tait organis\u00e9 sur le m\u00eame canevas : un premier volet d\u2019information pour que tous les participants disposent d\u2019un socle commun de connaissance et un second volet de discussions autour de tables rondes.<\/p>\n\n\n\n

Dans la note m\u00e9thodologique, perspective.brussels a \u00e9galement fait valider deux pr\u00e9requis, \u00e0 savoir qu\u2019il fallait consid\u00e9rer le Quartier europ\u00e9en dans son ensemble (p\u00e9rim\u00e8tre du Sch\u00e9ma Directeur de 2008) et qu\u2019il fallait explorer d\u2019autres formes urbaines que celle du Projet urbain Loi de Christian de Portzamparc.<\/p>\n\n\n\n

GAQ<\/strong> : aujourd’hui le Gouvernement bruxellois a adopt\u00e9 la note strat\u00e9gique portant sur cette vision nouvelle pour le Quartier. Pourriez-vous d\u00e9crire en quelques mots les principales options strat\u00e9giques qui y sont prises pour notre Quartier ?<\/p>\n\n\n\n

PL<\/strong> : la Vision partag\u00e9e s\u2019articule autour de cinq th\u00e9matiques et neufs principes. Elle d\u00e9finit donc les objectifs publics pour le Quartier europ\u00e9en. Tr\u00e8s bri\u00e8vement (le mieux est de consulter la Vision partag\u00e9e : voir site web de perspective.brussels), la vision insiste tout d\u2019abord sur la n\u00e9cessit\u00e9 de mettre en valeur la principale figure paysag\u00e8re du quartier, la vall\u00e9e du Maelbeek, ainsi que sur la valorisation de cinq axes structurants : axe culturel, axe institutionnel, axe des parcs, axe des squares et l\u2019axe de la chauss\u00e9e d\u2019Etterbeek.<\/p>\n\n\n\n

La deuxi\u00e8me th\u00e9matique abord\u00e9e est celle des espaces publics et de la mobilit\u00e9 o\u00f9 une attention particuli\u00e8re est accord\u00e9e \u00e0 la limitation du trafic de transit sur les grands axes et entr\u00e9es de quartier mais aussi \u00e0 l\u2019am\u00e9lioration des espaces publics locaux, la r\u00e9duction du stationnement en voirie et la v\u00e9g\u00e9talisation des int\u00e9rieurs d\u2019\u00eelots.<\/p>\n\n\n\n

Sur le plan de la forme urbaine et du patrimoine, la Vision partag\u00e9e pr\u00f4ne le maintien de la densit\u00e9 moyenne \u00e0 l\u2019\u00e9chelle du quartier, l\u2019animation des rez-de-chauss\u00e9e, la r\u00e9duction du bilan carbone par le recours \u00e0 la r\u00e9novation\/transformation\/reconversion plut\u00f4t que la d\u00e9molition\/reconstruction.<\/p>\n\n\n\n

L\u2019ambition de la quatri\u00e8me th\u00e9matique est de d\u00e9velopper une mixit\u00e9 fonctionnelle et sociale au sein du quartier en lien avec un maillage de services de proximit\u00e9 renforc\u00e9 tant sur le plan de la diversit\u00e9 des offres de services que sur le plan d\u2019une couverture g\u00e9ographique optimale. Le principe de l\u2019implantation d\u2019un \u00e9quipement m\u00e9tropolitain (sport, culture ou enseignement) sur un des axes structurants du quartier a \u00e9galement \u00e9t\u00e9 retenu.<\/p>\n\n\n\n

Enfin, le dernier principe vise \u00e0 mieux encadrer le march\u00e9 immobilier de bureaux par l\u2019exigence de rez-de-chauss\u00e9e actifs et anim\u00e9s dont l\u2019acc\u00e8s est distinct de celui des \u00e9tages et un meilleur suivi de la vacance pour stimuler les occupations temporaires<\/p>\n\n\n\n

GAQ<\/strong> : si les grandes options satisfont plut\u00f4t nos membres (au conditionnel car pas encore vu ou lu la note), nous aimerions \u00e0 pr\u00e9sent comprendre comment le Gouvernement compte s’assurer que la vision se mette en place et \u00e0 quel horizon temps? Et quel sera le r\u00f4le de la participation citoyenne dans l’accompagnement de la mise en place ?<\/p>\n\n\n\n

PL<\/strong> : \u00e0 c\u00f4t\u00e9 de la Vision vient la strat\u00e9gie de mise en \u0153uvre. Le Gouvernement a opt\u00e9 cette fois-ci pour une approche nouvelle qui n\u2019implique pas le recours \u00e0 un Plan d\u2019Am\u00e9nagement Directeur. C\u2019est la raison pour laquelle le Gouvernement a d\u2019ores et d\u00e9j\u00e0 approuv\u00e9 la Vision partag\u00e9e. Une des premi\u00e8res t\u00e2ches de la Taskforce Administrative sera pr\u00e9cis\u00e9ment de traduire la Vision partag\u00e9e en une note guide \u00e0 l\u2019intention d\u2019Urban pour qu\u2019elle puisse leur servir dans l\u2019appr\u00e9ciation du bon am\u00e9nagement des lieux \u00e0 l\u2019occasion des demandes de Permis d\u2019Urbanisme. Nous devrons donc \u00e9valuer collectivement l\u2019efficacit\u00e9 de cette nouvelle approche pour le cas \u00e9ch\u00e9ant, l\u2019adapter.  <\/p>\n\n\n\n

D\u2019autres outils de mise en \u0153uvre sont \u00e9galement repris dans la feuille de route QE, notamment un monitoring et accompagnement des politiques immobili\u00e8res de la Commission europ\u00e9enne et de la R\u00e9gie f\u00e9d\u00e9rale des b\u00e2timents, une strat\u00e9gie d\u2019acquisition fonci\u00e8re par les pouvoirs publics ou encore la possibilit\u00e9 de r\u00e9aliser des contrats d\u2019axe ou d\u2019\u00eelot.<\/p>\n\n\n\n

Le Gouvernement a laiss\u00e9 une relative marge de man\u0153uvre \u00e0 la Taskforce administrative qui assurera le suivi des projets et initiatives pour ce qui est de la participation. D\u00e8s lors et sans pr\u00e9juger de l\u2019accord de la Taskforce politique, perspective.brussels est d\u2019avis qu\u2019il faudrait mettre en place un agenda de deux ou trois r\u00e9unions par an avec le milieu associatif, les institutions europ\u00e9ennes et le secteur priv\u00e9. Ce format est similaire \u00e0 celui des ateliers organis\u00e9s au d\u00e9but de ce processus et devrait permettre d\u2019informer les participants sur les derni\u00e8res \u00e9volutions des projets mais aussi de permettre aux participants de faire remonter des pr\u00e9occupations qui sont les leurs et les faire inscrire \u00e0 l\u2019ordre du jour de la Taskforce Administrative. <\/p>\n\n\n\n

Le service participation r\u00e9cemment cr\u00e9\u00e9 chez perspective.brussels sera \u00e9galement consult\u00e9 pour \u00e9ventuellement identifier d\u2019autres actions \u00e0 mener au niveau de la participation.  <\/p>\n\n\n\n

GAQ <\/strong>: il semblait logique pour de nombreux habitants que l’\u00e9laboration participative d’une nouvelle vision devait aussi inclure le rond-point Schuman.  La nouvelle vision n’inclut pas cette place centrale. N’est-ce pas dommage? <\/p>\n\n\n\n

PL <\/strong>: ce projet a fait l\u2019objet d\u2019un long processus d\u00e9j\u00e0 et d\u2019un permis d\u00e9livr\u00e9. Des garanties ont \u00e9t\u00e9 apport\u00e9es sur les itin\u00e9raires alternatifs pour les automobiles. De nouveau, il faudra \u00e9valuer l\u2019am\u00e9nagement \u00e0 l\u2019usage et le cas \u00e9ch\u00e9ant l\u2019adapter.<\/p>\n\n\n\n

Enfin, je tiens \u00e0 vous rappeler que la R\u00e9gion a adopt\u00e9 une s\u00e9rie de plans strat\u00e9giques comme Good Move et le PRDD et que le projet Schuman se conforme bien aux objectifs de v\u00e9g\u00e9talisation, d\u2019apaisement de la circulation qui s\u2019y retrouvent.<\/p>\n\n\n\n

GAQ<\/strong> : le GAQ tient \u00e0 vous f\u00e9liciter pour la fa\u00e7on, in\u00e9dite dans notre exp\u00e9rience, dont vous avez conduit le processus. Non seulement vous avez voulu nous associer, mais vous avez \u00e9galement su nous \u00e9couter et nous entendre. Nous vous remercions et esp\u00e9rons que ce n’est qu’un d\u00e9but et un exemple qui sera suivi par d’autres services.<\/p>\n\n\n\n

NL: Een gedeelde visie voor de Europese wijk<\/strong><\/h2>\n\n\n\n

De GAQ heeft een ontmoeting gehad met Pierre Lemaire, projectleider van de Territoriale Strategie voor de Europese wijk bij perspective.brussels1 , om inzicht te krijgen in de kwesties die een rol spelen bij de Gedeelde Visie voor de Europese wijk.  <\/p>\n\n\n\n

GAQ:<\/strong> de GAQ heeft samen met anderen sinds eind 2021 kunnen deelnemen aan een reeks reflecties\/debatten, georganiseerd door perspective.brussels, met als doel een nieuwe gezamenlijke visie voor de Europese wijk op te stellen.\u202f Het begraaft het beruchte RPA-Wet. Kunt u ons in het kort vertellen waarom perspective.brussels deze bezinning heeft gehouden?<\/p>\n\n\n\n

PL:<\/strong> Na de synthese van de opmerkingen en adviezen van het openbaar onderzoek over het ontwerp van het RPA-Wet, dat plaatsvond van oktober tot december 2019, en na de recente wijzigingen in de werkmethoden, heeft de regering van het Brussels Hoofdstedelijk Gewest op 24 juni 2021 perspective.brussels de opdracht gegeven om binnen zes maanden de territoriale visie voor de Europese wijk te ontwikkelen. <\/p>\n\n\n\n

In september 2021 heeft de regering de door perspective.brussels voorgestelde methodologie goedgekeurd. Dit was gebaseerd op participatieve workshops over vijf stedelijke thema’s die relevant zijn voor de Europese wijk. Elke workshop was volgens hetzelfde stramien georganiseerd: een eerste deel met informatie zodat alle deelnemers over een gemeenschappelijke kennisbasis beschikten, en een tweede deel met discussies rond ronde tafels.<\/p>\n\n\n\n

In de methodologische nota bekrachtigde perspective.brussels ook twee voorwaarden, namelijk dat de Europese wijk in zijn geheel moest worden beschouwd (de omtrek van het Masterplan van 2008) en dat andere stedelijke vormen dan die van het stadsproject Loi van Christian de Portzamparc moesten worden onderzocht.<\/p>\n\n\n\n

GAQ:<\/strong> Vandaag heeft de Brusselse regering de strategische nota over deze nieuwe visie voor de wijk goedgekeurd. Kunt u in enkele woorden de belangrijkste strategische opties beschrijven die voor ons district worden genomen?<\/p>\n\n\n\n

PL:<\/strong> De gemeenschappelijke visie is gebaseerd op vijf thema’s en negen beginselen. Het bepaalt dus de publieke doelstellingen voor de Europese wijk. Heel in het kort (de beste manier om dit te doen is de Gemeenschappelijke Visie te raadplegen: zie de website perspective.brussels), benadrukt de visie in de eerste plaats de noodzaak om het belangrijkste landschappelijke kenmerk van de wijk, de vallei van de Maalbeek, te versterken, evenals de versterking van vijf structurerende assen: de culturele as, de institutionele as, de as van de parken, de as van de pleinen en de as van de Etterbeekse weg.<\/p>\n\n\n\n

Het tweede thema dat wordt behandeld is dat van de openbare ruimten en de mobiliteit, waarbij bijzondere aandacht wordt besteed aan de beperking van het transitoverkeer op de hoofdwegen en de ingangen van de wijken, maar ook aan de verbetering van de plaatselijke openbare ruimten, de vermindering van het parkeren op straat en de vergroening van de binnenzijde van de huizenblokken. <\/p>\n\n\n\n

Wat de stedelijke vorm en het erfgoed betreft, pleit de Gedeelde Visie ervoor de gemiddelde dichtheid van de wijk te handhaven, de benedenverdiepingen levendiger te maken en de koolstofvoetafdruk te verkleinen door renovatie\/transformatie\/verbouwing in plaats van sloop\/verbouwing.<\/p>\n\n\n\n

De ambitie van het vierde thema is de ontwikkeling van een functionele en sociale mix binnen de wijk in samenhang met een versterkt netwerk van lokale diensten, zowel wat betreft de diversiteit van de aangeboden diensten als wat betreft een optimale geografische dekking. Ook het beginsel dat een grootstedelijke voorziening (sport, cultuur of onderwijs) aan een van de hoofdwegen van het district moet liggen, is gehandhaafd.<\/p>\n\n\n\n

Het laatste beginsel, ten slotte, beoogt een betere beheersing van de kantoormarkt door de eis van actieve en levendige benedenverdiepingen met gescheiden toegang van de bovenverdiepingen en een betere bewaking van de leegstand om tijdelijke bewoning te stimuleren.<\/p>\n\n\n\n

GAQ<\/strong>: hoewel de opties in grote lijnen redelijk bevredigend zijn voor onze leden (voorwaardelijk, aangezien wij de nota nog niet hebben gezien of gelezen), zouden wij nu graag willen weten hoe de regering ervoor denkt te zorgen dat de visie wordt verwezenlijkt en binnen welk tijdsbestek?\u202fEn welke rol zal de participatie van de burgers spelen bij de begeleiding van de tenuitvoerlegging?<\/p>\n\n\n\n

PL:<\/strong> naast de visie komt de uitvoeringsstrategie. Deze keer heeft de regering gekozen voor een nieuwe aanpak, waarbij geen gebruik wordt gemaakt van een Masterplan. Daarom heeft de regering de Gedeelde Visie al goedgekeurd. Een van de eerste taken van de administratieve taskforce zal erin bestaan de gemeenschappelijke visie te vertalen in een richtsnoer voor Urban, zodat het door hen kan worden gebruikt bij de beoordeling van de goede ontwikkeling van het gebied wanneer zij een bouwvergunning aanvragen. Wij zullen dus collectief de doeltreffendheid van deze nieuwe aanpak moeten evalueren en deze zo nodig aanpassen.<\/p>\n\n\n\n

Ook andere uitvoeringsinstrumenten zijn in de QE-routekaart opgenomen, met name toezicht op en ondersteuning van het vastgoedbeleid van de Europese Commissie en de federale Regie der Gebouwen, een strategie voor de aankoop van grond door de overheid en de mogelijkheid om as- of blokcontracten uit te voeren.<\/p>\n\n\n\n

De regering heeft een zekere manoeuvreerruimte gelaten aan de administratieve task force die de projecten en initiatieven op het gebied van participatie zal controleren. Zonder vooruit te lopen op het akkoord van de politieke task force is perspective.brussels dan ook van mening dat er een agenda van twee of drie ontmoetingen per jaar met verenigingen, Europese instellingen en de particuliere sector moet worden opgesteld. Deze opzet is vergelijkbaar met de workshops die aan het begin van dit proces zijn georganiseerd en moet de deelnemers in staat stellen op de hoogte te blijven van de laatste ontwikkelingen in de projecten, maar ook de deelnemers de gelegenheid bieden hun punten van zorg naar voren te brengen en op de agenda van de administratieve taskforce te laten plaatsen.  <\/p>\n\n\n\n

De onlangs bij perspective.brussels opgerichte participatie-afdeling zal ook worden geraadpleegd om na te gaan welke andere acties op het gebied van participatie moeten worden ondernomen. \u202f<\/p>\n\n\n\n

GAQ:<\/strong> het leek veel bewoners logisch dat bij de participatieve ontwikkeling van een nieuwe visie ook de Schuman-rotonde zou worden betrokken.\u202f\u202fIn de nieuwe visie is dit centrale plein niet opgenomen. Is dat geen schande?\u202f<\/p>\n\n\n\n

PL:<\/strong> Voor dit project is al een lang proces aan de gang en is een vergunning afgegeven. Er zijn garanties gegeven voor alternatieve routes voor auto’s. Ook hier zal de ontwikkeling tijdens het gebruik moeten worden ge\u00ebvalueerd en zo nodig aangepast. <\/p>\n\n\n\n

Tot slot wil ik u eraan herinneren dat het Gewest een reeks strategische plannen heeft aangenomen, zoals Good Move en het GDPO, en dat het Schuman-project aansluit bij de doelstellingen inzake vergroening en verkeersremming die in die plannen zijn opgenomen.<\/p>\n\n\n\n

GAQ:<\/strong> de GAQ wil u feliciteren met de wijze waarop u het proces hebt geleid, hetgeen in onze ervaring ongekend is. Niet alleen wilde u ons erbij betrekken, maar u was ook in staat naar ons te luisteren en ons te horen. Wij danken u en hopen dat dit slechts een begin is en een voorbeeld dat door andere diensten zal worden gevolgd.<\/p>\n\n\n\n

EN: A Shared Vision for the European Quarter<\/strong><\/h2>\n\n\n\n

The GAQ met with Pierre Lemaire, project manager of the Territorial Strategy for the European Quarter at perspective.brussels1<\/sup> , to understand the issues involved in the Shared Vision for the European Quarter.  <\/p>\n\n\n\n

GAQ:<\/strong> the GAQ, together with others, has been able to participate since the end of 2021 in a series of reflections\/debates, organised by perspective.brussels with a view to producing a new shared vision for the European Quarter.\u202f It buries the notorious PAD Loi. Could you tell us briefly why Perspective.Brussels conducted this reflection?<\/p>\n\n\n\n

PL:<\/strong> Following the synthesis of the remarks and opinions of the public enquiry on the draft PAD Loi, which took place from October to December 2019, and following the recent changes in working methods, the Government of the Brussels-Capital Region mandated Perspective.brussels on 24 June 2021 to evolve the territorial vision for the European Quarter within six months. <\/p>\n\n\n\n

In September 2021, the government approved perspective.brussels’ proposed methodology. This was based on participatory workshops on five urban themes relevant to the European Quarter. Each workshop was organised along the same lines: a first part of information so that all the participants had a common base of knowledge and a second part of discussions around round tables.<\/p>\n\n\n\n

In the methodological note, perspective.brussels also validated two prerequisites, namely that it was necessary to consider the European Quarter as a whole (the perimeter of the 2008 Master Plan) and that it was necessary to explore other urban forms than that of Christian de Portzamparc’s Loi urban project.<\/p>\n\n\n\n

GAQ:<\/strong> Today the Brussels Government has adopted the strategic note on this new vision for the Quarter. Could you describe in a few words the main strategic options that are taken for our district?<\/p>\n\n\n\n

PL:<\/strong> The Shared Vision is based on five themes and nine principles. It therefore defines the public objectives for the European Quarter. Very briefly (the best way to do this is to consult the Shared Vision: see the perspective.brussels website), the vision first of all stresses the need to enhance the main landscape feature of the district, the Maelbeek valley, as well as the enhancement of five structuring axes: the cultural axis, the institutional axis, the axis of the parks, the axis of the squares and the axis of the Etterbeek road.<\/p>\n\n\n\n

The second theme addressed is that of public spaces and mobility, where particular attention is paid to limiting transit traffic on the main roads and district entrances, but also to improving local public spaces, reducing on-street parking and greening the interior of blocks. <\/p>\n\n\n\n

In terms of urban form and heritage, the Shared Vision advocates maintaining the average density of the neighbourhood, making the ground floors more lively, and reducing the carbon footprint through renovation\/transformation\/conversion rather than demolition\/reconstruction.<\/p>\n\n\n\n

The ambition of the fourth theme is to develop a functional and social mix within the district in connection with a strengthened network of local services, both in terms of the diversity of services offered and in terms of optimal geographical coverage. The principle of locating a metropolitan facility (sports, culture or education) on one of the district’s main roads was also retained.<\/p>\n\n\n\n

Finally, the last principle aims to better control the office property market by requiring active and lively ground floors with separate access from the upper floors and better monitoring of vacancies to stimulate temporary occupancy.<\/p>\n\n\n\n

GAQ: while the broad options are fairly satisfactory to our members (conditional as we have not yet seen or read the note), we would now like to understand how the Government intends to ensure that the vision is put in place and over what timeframe?\u202fAnd what will be the role of citizen participation in accompanying the implementation?<\/p>\n\n\n\n

PL:<\/strong> Alongside the Vision comes the implementation strategy. This time, the government has opted for a new approach that does not involve the use of a Master Plan. This is why the government has already approved the Shared Vision. One of the first tasks of the Administrative Taskforce will be precisely to translate the Shared Vision into a guide note for Urban so that it can be used in the assessment of the good development of the area when applying for Planning Permission. We will therefore have to collectively evaluate the effectiveness of this new approach and adapt it if necessary. \u202f<\/p>\n\n\n\n

Other implementation tools are also included in the QE roadmap, in particular monitoring and support for the property policies of the European Commission and the Federal Buildings Agency, a strategy for the acquisition of land by the public authorities and the possibility of drawing up axis or block contracts.<\/p>\n\n\n\n

The government has left a certain amount of room for manoeuvre to the administrative task force which will monitor the projects and initiatives in terms of participation. Therefore, without prejudging the agreement of the political task force, perspective.brussels is of the opinion that an agenda of two or three meetings per year should be set up with associations, European institutions and the private sector. This format is similar to the workshops organised at the beginning of this process and should allow the participants to be informed about the latest developments in the projects but also to allow the participants to bring up their concerns and have them put on the agenda of the Administrative Taskforce.  <\/p>\n\n\n\n
