Parmi les habitants de notre quartier, l’aménagement du rond-point Schuman proposé par la Région bruxelloise a provoqué des réactions, majoritairement négatives. Le projet soumis à l’enquête publique à l’automne 2020 a encore été l’occasion de manifester notre mécontentement :

• encombrement supplémentaire de la circulation dans les quartiers situés à proximité,
• encombrement visuel de la perspective vers le Cinquantenaire à l’aube des festivités du bicentenaire de la Belgique, par une structure extrêmement coûteuse et inutile,
• encombrement de la nouvelle place qui ne pourra plus accueillir tous les évènements festifs, culturels ou citoyens,
• encombrement du sol par une place très minérale alors que les habitants veulent davantage de verdure,
• encombrement d’un chantier sans mesure au cœur d’un nœud de circulation structurant, rompant la liaison pour la circulation de voitures et camions entre les différentes parties du quartier européen,
• absence de consultation des commerçants.

Les autorités n’ont pas apporté de réponses convaincantes ni suffisamment motivées aux nombreuses questions que les habitants et commerçants ont posées. Absence d’un véritable dialogue, attitude qui n’est pas à la hauteur des défis par ces temps de crises qui impactent tout particulièrement le Quartier européen.

En conséquence, à la suite de la délivrance du permis d’urbanisme au mois de décembre 2021, nous n’avons pu faire autrement que d’introduire un recours au Conseil d’Etat car nous continuons à demander au Gouvernement régional qui porte le projet et à la Commission européenne qui le finance à la hauteur de plusieurs dizaines de millions d’Euros :

1. Un plan de mobilité d’ensemble pour la zone avant de réaliser des projets qui ne sont prévus qu’au coup par coup pour le moment ;
2. Une place verdurisée, dégagée de tout obstacle qui puisse accueillir la plus grande variété d’activités citoyennes et d’évènements culturels ;
3. Une réflexion sur la perspective d’ensemble qui relie le centre de la ville aux arcades du Cinquantenaire, notamment dans le cadre des commémorations du bicentenaire de la Belgique et de la Vision partagée pour le Quartier européen ;
4. Un projet moins coûteux car notre quartier a besoin d’améliorer son espace public bien au-delà des abords immédiats des institutions européennes. 

Les associations et citoyens qui portent le recours auprès du Conseil d’Etat, c.à.d. l’AQL, le GAQ, l’Association des Commerçants du Carrefour Jean Monnet, ainsi que les copropriétés riveraines directement impactées par le projet ont tenu bon financièrement jusqu’à présent. Mais nous sommes arrivés au bout de nos ressources.  Afin de nous aider à poursuivre la lutte, nous faisons appel à votre soutien actif, par un don au numéro de compte repris ci-dessous.

Van Rondpunt naar Schumanplein?
VOOR EEN ONTWIKKELING DIE OPENSTAAT VOOR IEDEREEN

De door het Brussels Gewest voorgestelde aanleg van het Schuman-rondpunt heeft bij de inwoners van onze wijk veel reacties opgeroepen, waarvan de meeste negatief. Dit project, dat in het najaar van 2020 aan een openbaar onderzoek werd voorgelegd, noopte velen onder ons om opnieuw ons ongenoegen te uiten over de te verwachten:

• extra verkeersopstoppingen in de nabij gelegen wijken,
• verstoring van het uitzicht op het Jubelpark door een extreem duur en overbodig bouwwerk, en dat aan de vooravond van de tweehonderdste verjaardag van België,
• verminderde bereikbaarheid van het nieuwe plein, dat nu niet langer alle feestelijke, culturele en maatschappelijke evenementen kan herbergen,
• aard van het plein: veel bestrating, terwijl de bewoners meer groen willen,
• verkeersoverlast rond een enorme werf in het hart van een belangrijk verkeersknooppunt, waardoor de verbinding voor auto- en vrachtverkeer tussen de verschillende delen van de Europese wijk wordt verbroken, en
• het gebrek aan overleg met de winkeliers. 

De autoriteiten gaven geen overtuigende of voldoend gemotiveerde antwoorden op de vele vragen die de inwoners en winkeliers stelden. Er is geen werkelijke dialoog geweest, en dat, is gelet op de uitdagingen die met huidige crisis samenhangen – en vooral de Europese wijk treffen – onaanvaardbaar.

Na de afgifte van de bouwvergunning in december 2021 konden we dan ook niet anders dan beroep aantekenen bij de Raad van State, aangezien we bij de regionale regering, die het project uitvoert, en de Europese Commissie, die het voor enkele tientallen miljoenen euro’s financiert, moeten blijven aandringen op:

1. Een algemeen mobiliteitsplan voor het gebied, voordat wordt overgegaan tot de uitvoering van projecten die op dit moment slechts fragmentarisch zijn gepland;
2. Een groen plein, vrij van obstakels, dat plaats biedt aan de meest uiteenlopende burgeractiviteiten en culturele evenementen;
3. Een hernieuwde beoordeling van het uitzicht vanuit het stadscentrum op de bogen van het Jubelpark, met name in het kader van de herdenkingen van het tweehonderdjarig bestaan van België en de gemeenschappelijke visie op de Europese wijk;
4. Een minder duur project: onze wijk moet zijn openbare ruimte immers ook buiten de onmiddellijke omgeving van de Europese instellingen kunnen verbeteren. 

De verenigingen en burgers die de procedure bij de Raad van State aangingen – te weten: de AQL, de GAQ, de Association des Commerçants du Carrefour Jean Monnet, alsook de naburige flatgebouwen die rechtstreeks door het project worden getroffen – hebben het tot nu toe financieel kunnen bolwerken. Onze middelen zijn thans echter vrijwel uitgeput.  Om ons te helpen de strijd voort te zetten, vragen wij uw actieve steun, door een bijdrage te doen op onderstaand rekeningnummer.

From Round-about to Schuman Square?
WE ADVOCATE FOR A DEVELOPMENT OPEN TO ALL
Call for donations

For many citizens in our district, the development of the Schuman traffic circle proposed by the Brussels Region has provoked reactions, mostly negative. The project submitted to public inquiry in the fall of 2020 was again the occasion for many to express discontent about:

• additional traffic congestion in the nearby neighbourhood
• visual clutter of the perspective towards the Cinquantenaire on the eve of the Belgian bicentenary festivities, by an extremely costly and useless “roof” structure
• cluttering up the new square, which will no longer be able to accommodate all the festive, cultural or civic events currently taking place on Schuman,
• cluttering up the ground with a very mineral square when the inhabitants want more green,
• the congestion of a considerable construction site in this important traffic junction, breaking the link for the circulation of cars and trucks between the different parts of the European district
• lack of consultation with the merchants.

The authorities have not given convincing or sufficiently motivated answers to the numerous questions from residents and merchants. Lack of a real dialogue, an attitude that is not up to the challenges in these times of crisis that particularly impact the European Quarter.

As a result, following the delivery of the project permission in December 2021, we have had no choice but to lodge an appeal with the Council of State, while we continue to ask the following from the regional government, which is carrying the project, and the European Commission, which is financing it to the tune of several tens of millions of Euros:

1. An overall mobility plan for the area before carrying out projects that are only planned on a piecemeal basis;
2. A green square, free of any obstacles, that can accommodate the greatest variety of citizen activities and cultural events;
3. A reflection on the overall perspective that links the city centre to the arcades of the Cinquantenaire, particularly in the context of the commemorations of the bicentenary of Belgium and the Shared Vision for the European Quarter;
4. A less costly project because our district needs to improve its public space well beyond the immediate surroundings of the European institutions. 

The associations and citizens who are bringing the appeal to the Council of State, i.e. AQL, GAQ, the Association des Commerçants du Carrefour Jean Monnet, as well as the neighbouring co-ownerships directly impacted by the project have held out financially until now.
